Beste landgenoten,
Er is opnieuw een weekend voorbijgegaan. Opnieuw bracht het vele Bangkokianen een vloedgolf miserie. Degenen die in de buitenwijken van de stad wonen zagen het diepzwarte water hun voordeur bereiken. Vooral in Thonburi is getroffen, maar ook het noorden van de stad en de wijken ten oosten. De geur, de kleur, de samenstelling van dat water doen me wensen dat het zo snel mogelijk verdwijnt.
De overstromingen hebben reeds het leven genomen van 506 mensen. Volgens de Premier zijn 3 miljoen Thai rechtstreeks getroffen. Velen hebben hun werk verloren, ik hoop dat dit slechts tijdelijk is. Velen zijn persoonlijke goederen kwijt.
De uiteindelijke impact zal mogelijk nog groter zijn dan we nu weten.
Een maand geleden, op 11 oktober in mijn eerste bericht over de overstromingen vermeldde ik de inspanningen van landgenoten ten voordele van de slachtoffers. Mijn gevoelen van dankbaarheid tegenover u is de voorbije weken nog toegenomen. Een goed voorbeeld van het verschil dat u maakt voor de getroffenen is dat van Patrick Dumon, een landgenott die in de streek van Bang Pahan woont (zie website: http://www.tearsofindra.yolasite.com).
Ik blijf hopen dat het centrum van de stad en de luchthaven van Subharnabhumi gespaard kunnen blijven. Het vernietigend effect van het water heeft al genoeg slachtoffers gemaakt. Intussen, mocht u in moeilijkheden geraken of hulp nodig hebben, dan blijven we beschikbaar. Ik stuur u hieronder een geactualiseerd overzicht van de toestand in Bangkok.

Overall situation
For the moment 25 provinces in Thailand are affected by the floods :
· NORTH: Nakhom Sawan, Phichit and Uthai Thani
· NORTHEAST: Khon Kaen, Ubon Ratchathani, Srisaket, Surin, Roi-et, Mahasarakham and Kalasin
· CENTRAL: Ayutthaya, Saraburi, Ang Thong, Chai Nat, Lopburi, Nakhom Pathom, Nonthaburi, Samut Sakhon, Pathum Thani, Suphanburi, Singburi and Bangkok

The total fatalities are 506 deaths and 2 missing.
Major tourist destinations such as: Chiang Mai, Chiang Rai, Lampang, Kanchanaburi, Ratchaburi, Pattaya, Ko Chang, Rayong, Phuket, Krabi, Trang, Ko Samui and all provinces in southern Thailand are experiencing normal weather conditions (for Bangkok see: current situation).
Worst case scenario (by FROC and GISTDA)
Inundation of Inner Bangkok from 10 cm up to 1,5 m depending on the distance from the river and canals, particularly the areas of one-storey houses as well as the areas that usually are inundated during heavy rain in the rainy season. BMA will make announcement for specific areas or districts. The worst scenario presumes that the water might remain in Bangkok from 15 days up to 1 month depending on the area.

3. Electricity
Metropolitan Electricity Authority

The Metropolitan Electricity Authority is closely monitoring the situation especially in the alerted districts. The power shall be cut off if the water is over 70 cm to 1 m as this is the height of the electricity meters in most buildings – currently no power shortages are planned for the affected areas in Bangkok. The power shortages will be performed regionally and once the water decrease, the inspection will need to be performed in order to turn it on again. Most buildings in Bangkok have generators, however in case of power shortage it is used for elevators back up and is sufficient for few hours only.

4. Tap water
The Metropolitan Waterworks Authority

The Ministry of Health has advised that 10 points of ransom of tap and waste water from Metropolitan Waterworks Authority were recently checked (including Laksi, Lad Phrao, Bang Sue and Nonthaburi). There were two kind of bacteria found in the waste water, namely: staphylococcus and e-coli. However none of them is life or health threatening at the moment. The Metropolitan Waterworks Authority has also reconfirmed that the tap water quality is still in compliance with the WHO standard. However, in some areas it might be slightly contaminated (yellowish color and smell). The contamination is not health threatening though. It is advisable to boil the tap water first if you consider drinking. So far there is also no risk of tap water incapacity. Water shortages might be expected in the flooded areas to prevent water contamination.
5. Diseases and medication

The Ministry has advised that so far there is no epidemical threat due to the flooding. The situation is being very closely monitored especially in the affected areas for the occurrence of: pinkeye, measles, diarrhea, leptospirosis, dengue fever, malaria and cold. The top 5 reported illnesses are: 1) tinea pedis, 2) strained muscles, 3) fever, 4) skin disease and 5) headache.
Shortages of certain medications have already been reported and some are expected. Therefore, the Ministry has instructed respective authorities to verify the shortage and supplies in order to increase production or import particular medication.
6. Food and drinking water
Shortage of dried / tinned food and bottled water has been reported in most supermarkets due to supply chain disruption as well as high demand. A product distribution centre has been opened at Don Muaeng airport and more other locations are planned (e.g. Chon Buri and Nakhon Ratchasima). The production of the missing items has been increased as well as extra imports of consumer goods have been allowed by the government. The Ground Water Resources provides clean water for the flood victims in affected areas. People need to bring their containers though. Airports
SUVARNABHUMI – operating normally
The air traffic has been reported due to flights rebounded from Don Muaeng airport. Only minor delays confirmed as of the moment. The airport is well-secured and local authorities insist on confirming it will not be affected by the floods. U-Tapao military airport is ready for eventual overtaking of flights. There are few airlines which already delegated their staff to U-Tapao (e.g. Singapore, Air Asia, Thai airlines). The water level is still controllable and is not threatening the flights at the moment.
There are 3 main ways to transfer to Suvarnabhumi airport:
· Bang Na – Trade – fully passable
· Motorway – fully passable
· Onnuj – Lad Krabang – fully passable
In case of Suvarnabhumi closure, U-Tapao may take over only small part of the flights (capacity about 3,000 passengers a day whereas for Suvarnabhumi its aprox. 140,000). Most flights will be redirected to other airports, though further transportation to the destination points will be difficult due to affected roads.
DON MUAENG – closed from 7 pm, 25th October until further notice
Current water level 80 cm up to 1.3 m in some areas;
Cargo remains operating;
EOC remains operating at the airport (2nd floor);
Flights are either cancelled or rebounded to Suvarnabhumi and U-Tapao airport.
It is necessary to contact with the particular airlines to confirm the flight status or schedule.
Don Mueng – Rangsit bridge as well as Vibhavadi Road up to Rangsit intersection remain closed.
Chiang Mai – operating normally
Phuket – operating normally
Krabi – operating normally
Transportation
· Bangkok MRT: operating normally except for the fact that some entrances/exits are temporarily closed. Further information: 02-612-2444 or www.mrta.co.th
· Bangkok Mass Transit System (Skytrain): Operating normally. However, it is expected that the train shall not stop in some areas if the water level is high and may endanger the safety of the passengers.
· Airport Link: operating normally.
· Trains: The railway from Chong Tai Station to Kheng Sue Ten Station is terminated from 15th October 2011 to 14th February 2012 (railways repairing, improvement and wrench changing). Furthermore there are 12 affected routes (Bang Khaen – Laksi, Laksi – Don Muaeng, Don Muang – Rangsit, Rangsit – Chaing Rak, Chaing Rak – Chaing Rak Noi, Ban Po – Ayutthaya, Ayutthaya – Ban Ma, Bang Sue Junction – Bang Bam Ru, Taling Chan Junction – Sala Thammasop, Salaya – Wat Suwan, Wat Suwan – Ngew Rai, Mong Pla Duk Junction – Suphan Buri).
